Reports indicate that Hilliard admitted to misusing Nike funds allocated for the university's Elite program, a confession made several months before he took on the role of chief financial officer for USA Swimming in December 2025.
Unraveling the Misuse of Nike Funds at the University of Colorado
The university's internal audit revealed that each full-time athletics employee receives an annual allowance, typically ranging from $621 to $625 between 2022 and 2025, to purchase Nike merchandise. Hilliard, who managed this program, had the ability to adjust these allocations without oversight. Investigations showed he exceeded his personal allowance every year from 2022 to 2025, leading to a reported loss of $9,501.50 that could have benefited the university's sports teams. While Hilliard claimed some purchases were for staff Christmas gifts, the audit uncovered that many items, particularly men's apparel in specific sizes, were for his personal use. He confessed to these actions, expressing remorse and offering to be taxed on the excess funds.
Remorse and Revelation: The Internal Audit's Findings
The audit report highlighted that Hilliard conducted 59 orders, totaling $6,636 wholesale, through his Nike Elite account from August 2024 to June 2025. With the exception of one, all these orders were delivered to his home address, exceeding his allotted amount by $6,011 for the 2025 fiscal year alone. Hilliard explained his overspending as an error in judgment due to his access to surplus funds and openly confessed his wrongdoing, displaying regret for his actions.

The timeline of Hilliard's employment raises questions regarding USA Swimming's vetting procedures. He was hired as CFO in December 2025, several months after the University of Colorado's internal audit report was issued in August 2025 detailing his misconduct. Following his arrest in August 2026, Hilliard was placed on leave and subsequently resigned. This incident is not the first time USA Swimming has faced scrutiny over its hiring process; in February 2025, their selected CEO, Chrissi Rawak, withdrew her acceptance after a complaint against her at the U.S. Center for SafeSport emerged, which the organization claimed was not disclosed during their initial rigorous vetting.

The University of Colorado has maintained a partnership with Nike since 1995.
