State Senator Bill Cunningham, a Democrat representing Chicago, had introduced legislation that would empower municipalities within Cook County with populations exceeding 70,000—such as Arlington Heights and Chicago—to establish their own sports stadium authorities. Under this proposal, the Bears organization would commit $2 billion to cover the construction costs for a new venue on publicly owned land.
Financial Benefits and Operational Structure of the Proposed Stadium Plan
The proposed plan offered significant financial advantages to the Bears. The team would be responsible for construction expenses but would only pay taxes on the land surrounding the stadium. For instance, in Arlington Heights, the team has envisioned a comprehensive development project for the areas adjacent to the stadium site. Following construction, the Bears would transfer ownership of the stadium to the newly formed sports authority and enter into a lease agreement for its use.
Senate Approval and House Inaction on the Stadium Bill
Despite passing the Illinois Senate with a vote of 37-17 in the early hours of Monday, the bill failed to advance further. The House of Representatives adjourned less than an hour later without casting a vote on the legislation. Unless Governor JB Pritzker convenes a special legislative session, lawmakers are not scheduled to reconvene until the fall veto session in October.
The Bears' Dual Path: Illinois vs. Indiana for a New Home
The Bears are currently deliberating between two primary locations for their new stadium: a 326-acre property in Arlington Heights, the former site of the Arlington International Racecourse, or Hammond, Indiana. However, Indiana recently enacted similar legislation to Cunningham's proposal, aiming to entice the Bears to construct a domed stadium in Hammond, a location less than 30 miles from Chicago.
