USA Swimming CFO Arrested on Embezzlement Charges

USA Swimming's chief financial officer, Cory Hilliard, was recently taken into custody in Colorado, facing accusations of financial impropriety. The charges, including theft, embezzlement, and official misconduct, are linked to his tenure at the University of Colorado. This development has led to Hilliard's immediate suspension from his current role, prompting USA Swimming to conduct a thorough review of the situation as more details emerge. Hilliard's legal troubles originate from his previous employment at the University of Colorado, where he served as the administrator for the Nike Elite program. Between 2021 and 2025, he is alleged to have misappropriated approximately $9,510.50 from university funds earmarked for the program. The investigation into Hilliard's activities began in July 2025, initiated by the university's athletic director, Rick George, who notified the internal audit department of potential financial irregularities. A detailed examination of financial records, transaction histories, and interviews with athletic staff subsequently uncovered the alleged embezzlement.

Following a comprehensive inquiry by the university's police department, the Boulder District Attorney's office formally pressed charges against Hilliard. Last year, Chrissi Rawak, who was slated to become the CEO, withdrew her candidacy after it was revealed she had not disclosed a report from the U.S. Center for SafeSport. Kevin Ring was subsequently appointed as CEO in September 2025.
